WE, THE UNDERSIGNED, HEREBY CALL IN THE ‘MURRAY HOUSE’ DECISION OF THE CHILDREN AND ADULT CARE AND EDUCATION COMMITTEE, HELD ON 21ST JUNE, FOR THE FOLLOWING REASONS:

- THE TARGET DATE FOR CLOSURE IS SET FOR THE WINTER PERIOD WHICH THE COUNCIL HAS PREVIOUSLY STATED SHOULD BE AVOIDED FOR A CARE HOME CLOSURE 

- ALL RESIDENTS OF MURRAY HOUSE AND THE OVERWHELMING MAJORITY OF CONSULTATION RESPONSES DO NOT DEMONSTRATE SUPPORT FOR THE CLOSURE OF MURRAY HOUSE

- THE COUNCIL IS NOT HONOURING ITS COMMITMENT. AN UNDERTAKING WAS GIVEN BY COUNCIL LEADER DEREK OSBOURNE AT PEOPLE’S SERVICES COMMITTEE IN 2013, CONFIRMED BY LIZ GREEN IN 2015, THAT RESIDENTS MOVING INTO MURRAY HOUSE FROM NEWENT HOUSE WOULD NOT BE EXPECTED TO MOVE AGAIN 

- CLOSING MURRAY HOUSE HAS THE POTENTIAL TO HAVE AN ADVERSE IMPACT ON THE HEALTH & WELL-BEING OF THE REMAINING RESIDENTS

- WE DISPUTE THE CLAIM THAT RESIDENTIAL CARE DEMAND IS DECLINING, WITH A NUMBER OF PRIVATE CARE HOMES AREA (NON-DEMENTIA) IN THE AREA HAVING WAITING LISTS

- IN ITS FORMAL RECOMMENDATIONS, THE COMMITTEE FAILED TO INCLUDE MONITORING OF THE ADJUSTMENT PROCESS AFTER RELOCATION. FURTHERMORE THE AGREED 4 WEEK PERIOD FALLS SHORT OF GOOD PRACTICE GUIDANCE ON CHECKING OUTCOMES

- THE COUNCIL FAILED TO ENGAGE WITH THE COMMUNITY ON OPTIONS AS PROMISED IN 2015

- MILAAP WILL BE UNABLE TO OFFER ITS CURRENT LEVEL OF SERVICE 

- FLAWED CONSULTATION, WHICH COULD RESULT IN A LEGAL CHALLENGE, OWING TO THE LACK OF INFORMATION AND CONTEXT SUPPLIED.
